Life in Mining Towns
As mining camps began to form, each district established a set of rules. Without a government or other authority to enforce these rules, however, property claims were not very secure. The minersâ code worked only if people were willing to follow it. Many property rights were maintained only with the threat of violence, and disputes over claims were frequently settled with weapons rather than diplomacy. Californiaâs mining districts were thought of as lawless, violent, and immoral places.
